On June 1, 2025, the China-Ukraine Innovation Cooperation Forum in the Fields of Education, Science and Technology was grandly held in Samarkand. Under the joint witness of Minister Sharipov Kongratbai of the Ministry of Higher Education, Science and Innovation of Uzbekistan and Governor Zhao Gang of Shaanxi Province, China, the signing ceremony was officially signed by representatives from the three parties: Deputy Minister of Higher Education, Science and Innovation of Uzbekistan, Otabek Makhkamov, Deputy Minister of Energy, Aziz Hoga Kabilov, and Party Secretary of Xi 'an Shiyou University, Chang Jiang. Xi 'an Shiyou University and Samarkand International College jointly establish the Xi 'an Shiyou University Uzbekistan Branch.

After the signing ceremony Deputy Minister of Higher Education, Science and Innovation of Uzbekistan, Otabek Mahkamov, Deputy Minister of Energy, Aziz Hoga Kabilov, held a meeting with Chang Jiang, Secretary of the Party Committee of Xi 'an Shiyou University, Yan Tingxing, Vice Dean of the International College of Xi 'an Shiyou University, Wang Xiaoyou, Founding President and Chairman of Samarkand International College, and Bahorton, President of Samarkand International College in Uzbekistan Working meeting to discuss the implementation of the detailed cooperation rules.

Chang Jiang, the Party Secretary of Xi 'an Shiyou University, Yan Tingxing, the Vice President of the International College of Xi 'an Shiyou University, Professor Wang Jianxin from Northwest University, Professor Ling Xue from Northwest Institute of Cultural Heritage, Wang Xiaoyou, the Founding President and Chairman of Samarkand International College, Bahoton, the President of Samarkand International College in Uzi, and Wang Xiaolin, the Chinese President, jointly attended the China-Ukraine Innovation Cooperation Forum in the fields of education, science and technology.

Educational cooperation is the most lasting and profound form of international cooperation. The establishment of the Uzbekistan branch is a milestone in educational cooperation between China and Uzbekistan. The branch will deepen cultural and people-to-people exchanges between the two countries through the output of high-quality educational resources, cultivate professional talents in local energy and other fields, and contribute to the development of the energy industry in Central Asia. It will not only further deepen the friendly relations between China and Ukraine, but also promote the economic and social development of the region and achieve mutual benefit and win-win results.
